Albania 4 cities
Reclamation and optimization of the water supply and the sewage disposal of four Albanian municipal service areas of Durres, Fier, Lezhe and Sarande, with approx. 650 000 inhabitants. These four companies are regional water and wastewater businesses serving areas of the Eastern Coastal Zone of Albania, covering 1,000 square kilometres. Three of the cities are important tourist destinations and have a large influx of holiday makers in the summer season.One important aim of the project is to improve the financial management and thus the financial performance of the utilities by introducing an integrated billing and accounting software (ABS). Additionally, BWI manages the implementation of the necessary investments provided by two Investment Funds sponsored by the World Bank.

The services carried out by BWI in the four Cities include:
- Supervision of the day-to-day operations of the utilities
- Calculation and recommendation for the necessary tariff increases
- Reduction of Unaccounted for Water (UfW) by, among other measures, concluding service contracts with major customers and communes and villages along the mains
- Implementation of a program to increase consumer willingness to pay for water and wastewater services through a higher quality and more consumer responsive services (public relations)
- Works towards the increase in collection rate of each utility
- Improvement of the working ratio (operating expenses divided by the operating revenues) – This criterion summarizes the overall financial performance of each of the four utilities
- Implementation of reactive and preventive maintenance programs
- Establishment of a water quality standard and ensuring that this standard is continuously controlled and maintained
- Planning and implementation of an investment programme
