Background
Special Purpose Company
The consortium of Berlinwasser International AG and East China Engineering and Technology Co. Ltd. have established a special purpose company (SPC) ‘Hefei Wangxiaoying Sewage Treatment Co., Ltd.’ (HWC) to operate the waste water treatment plant through a concession agreement for 23 years upon payment of the purchase price of 491 Mio. RMB. The waste water treatment plant and its appertaining land-usage rights is transferred to HWC for the entire period and shall be handed back to the City of Hefei free of charge at the end of the concession period.
Plant Performance
Through permanent comprehensive optimization measures the plant performance has been largely improved in treatment quality and efficiency which is stamped by distinguished removal of COD/BOD, TN, TP and SS, and by the optimal operation costs. The effluent quality is constantly monitored by city environmental laboratories. Tests show that the control values stipulated by municipal regulations are consistently met.
Certification
To continually monitor and improve the quality of operation and environment protection a certificated Environment Management System according to ISO14001 respectively were introduced in 2002.
